Is the Wi-Fi in Japan really unlimited?

Local carriers, however, may temporarily reduce speeds during peak periods — that's their policy, not ours, and it varies by country, operator, time of day, and how busy their network is. Does it work with a locked or older phone?

Can I get my laptop online in Japan too?
